AHLC & Socioeconomic reports

The below reports are prepared by the Office of the UN Special Coordinator for the Middle East Peace Process (UNSCO) and are presented to the Ad Hoc Liaison Committee (AHLC) at its bi-annual meeting.

The reports provide an assessment of the efforts of the Palestinian Government toward state-building and an update on the situation on the ground.

The Ad Hoc Liaison Committee (AHLC) serves as the principal policy-level coordination mechanism for development assistance to the occupied Palestinian territory (oPt). The AHLC is chaired by Norway and co-sponsored by the EU and the US. In addition, the United Nations participates together with the World Bank and the International Monetary Fund (IMF). The AHLC seeks to promote dialogue between donors, the Palestinian Authority and the Government of Israel. The full report to the AHLC prepared by the Office of the UN Special Coordinator for the Middle East Peace Process is attached to this release and includes an executive summary of its main conclusions.

Statement by United Nations Special Coordinator for the Middle East Peace Process, Nickolay Mladenov, on the return of Gaza crossings to the control of the Palestinian Authority

Jerusalem, 1 November 2017

"I welcome the full return of the Gaza crossings to the control of the Palestinian Authority. This is a landmark development in the implementation of the intra-Palestinian agreement, signed in Cairo on 12 October. The positive momentum should be maintained and the Palestinian Government must be fully empowered to function in Gaza.

The return of the crossings should facilitate the lifting of the closures, while addressing Israel’s legitimate security concerns, and unlock increased international support for Gaza’s reconstruction, growth, stability and prosperity.

I take this opportunity to remind all factions in Gaza of the importance of maintaining security and ending militant activities that undermine peace and security for both Palestinians and Israelis alike.

The United Nations will continue to work with the Palestinian leadership, Egypt and the region in support of this process, which is critical for reaching a negotiated two-state solution and sustainable peace.”

"أرحب بالعودة الكاملة لمعابر غزة تحت سيطرة السلطة الفلسطينية، وهذا تطور هام في تنفيذ الاتفاق الفلسطيني – الفلسطيني الموقع في القاهرة في 12 تشرين الأول. وينبغي الحفاظ على الزخم الإيجابي وتمكين الحكومة الفلسطينية بشكل كامل للعمل في غزة.

ومن شأن عودة المعابر ان يسهل من رفع الإغلاقات، مع معالجة المخاوف الأمنية الاسرائلية المشروعة، وزيادة الدعم الدولي لإعادة إعمار غزة ونموها واستقرارها وازدهارها.

وأغتنم هذه الفرصة لأذكر جميع الفصائل في غزة بأهمية الحفاظ على الأمن وإنهاء الأنشطة المسلحة التي تقوض السلام والأمن لكل من الفلسطينيين والإسرائيليين على حد سواء.

ستواصل الامم المتحدة العمل مع القيادة الفلسطينية ومصر والمنطقة على دعم هذه العملية التي تعتبر حاسمة من أجل التوصل عبر المفاوضات الى حل الدولتين وسلام مستدام ".
