Fair and effective corrections systems are a basis for just societies, a measure of their humanity and an important element of a safe and secure environment. When founded on respect for international human rights norms and standards, corrections systems reinforce the rule of law. All this is at the core of United Nations activities. By rehabilitating and reintegrating past offenders and protecting communities from violent crime, effective corrections systems contribute to the stabilization of post-conflict societies. The General Assembly resolution A/RES/62/208 on the triennial comprehensive policy review underscored that the Resident Coordinator, supported by the United Nations Country Team, should report to national authorities on progress made against results agreed in the United Nations Development Assistance Framework. Instead of an annual reporting, the UNCT in Sierra Leone chose to conduct a comprehensive mid-term review of its strategic plan, the UN Joint Vision for Sierra Leone that will feed into the next planning process for the Joint Vision 2013-2014, which will be rolled-out immediately after the review is completed.

I have the honour, as the Head of State of the Republic of Sierra Leone to share with you the second Millenium Development Goals (MDGs) Report on behalf of the Government and people of the Republic of Sierra leone. The MDGs represent a most determined effort in history to galvanize commitment to a common set of development targets. Our people's aspiration for a better life are very well engraved in these MDGs; and that puts the achievement of these goals at the very heart of our program for a better Sierra Leone.

We, the UN organisations, agencies and programmes working in Sierra Leone recognise our joint responsibility for a fully integrated peacebuilding mission as called for by the UN Security Council and agree to combine our efforts and resources behind this Joint Vision in support of the Government of Sierra Leone and the people of this country. In this Joint Vision for Sierra Leone, we define the common priorities that will guide our activities and outline a set of underlying criteria and comparative advantages which will shape our programmes and projects through a conflict-sensitive approach. The Sierra Leone Environment, Conflict and Peacebuilding Assessment examines how environmental governance and natural resource management will play a vital role in undertaking Sierra Leone’s Agenda for Change. Given the role that natural resources played in the civil war, and the remaining environmental impacts of the conflict, addressing these issues in the ongoing peacebuilding process is an important challenge. The assessment examines direct and indirect environmental impacts of the conflict, natural resources-related risks to the peace process, and opportunities to use environmental cooperation for peacebuilding. In the course of implementing our first Poverty Reduction Strategy, considerable progress was made in key areas, especially in consolidating peace and security after a decade long civil conflict. Relatively high economic growth rates were also achieved as well as low inflation and macroeconomic stability. However, Sierra Leone's main economic indicators continue to lag behind sub-Sharan Africa, while extreme poverty remains pervasive. Click here to read full report.

At the launching of the Vision 2025 Project on the 15th March 2001, I had observed that, "No lasting achievement is possible without a vision and no vision can become real without action and responsibility". I am pleased that today, after several months of hard work by all sections of the Sierra Leonean community and our numerous friends at home and abroad, we now have a clear cut vision of where we want out nation to be by the year 2025 and how to get there. Sierra Leone receives important aid inflows from the bilateral and multilateral donor community. The Government therefore needs to improve coherence between the different development partners as much as it needs to improve structures for aid coordination, harmonisation and alignment. This requirement stem from both international agreements to which Sierra Leone and many of its partners are a signatory such ad the Paris Declaration on Aid Effectiveness, the Accra Agenda for Action, the OECD DAC Principles for Good International Engagement in Fragile States, and the Government's overarching vision for making aid work efficiently for the people of Sierra Leone. They established targets for achieving gender equality and the empowerment of women, environmental sustainability and a global partnership for development.
