The below reports are prepared by the Office of the UN Special Coordinator for the Middle East Peace Process (UNSCO) and are presented to the Ad Hoc Liaison Committee (AHLC) at its bi-annual meeting.
The reports provide an assessment of the efforts of the Palestinian Government toward state-building and an update on the situation on the ground.
The Ad Hoc Liaison Committee (AHLC) serves as the principal policy-level coordination mechanism for development assistance to the occupied Palestinian territory (oPt). The AHLC is chaired by Norway and co-sponsored by the EU and the US. In addition, the United Nations participates together with the World Bank and the International Monetary Fund (IMF). The AHLC seeks to promote dialogue between donors, the Palestinian Authority and the Government of Israel. QUALIFICATIONS:
Education: University degree in Public Administration, Business Administration, Social Science, or Public Security, or any higher degree in a related subject, or equivalent is required. Certification in a Strategic Planning-related topic will be an advantage.
Work Experience: A minimum of 5 years of experience at the national or international level is required in strategic planning or knowledge of police procedures and matters relating to the management of a Police Organization. Also, an understanding of relevant theories, concepts, and approaches to strategic planning and budgetary issues is necessary.
Languages: Fluency in both oral and written French and English is required.
Assessment for Mission Service: All candidates should be cleared through an Assessment for Mission Service (AMS) either by a Selection Assistance and Assessment Team (SAAT) deployed to a Member State or based on an in-mission AMS upon the arrival of the candidates from a Member State, who typically undergo an in-mission AMS. Failure to pass the in-mission assessment will result in the candidate’s repatriation. All repatriation-related expenses in this case are to be borne by the Member State.
Preference will be given to equally qualified women candidates.

QUALIFICATIONS:
Formation : Doit être titulaire d'un diplôme de police ou de gendarmerie. Être qualifié EOD3 selon le NILAM, l'IEDD, le formateur C-IED et le formateur ERM (formation sur les risques des mines, REG et IED). Avoir une connaissance approfondie des domaines suivants : mines, restes explosifs de guerre, IDE, leurs impacts sur la population, initiatives mondiales de lutte contre les mines, enquêtes criminelles, droit pénal, procédure pénale et renseignement. Posséder des connaissances de base en informatique : Windows, Excel, Word et Outlook.
Expérience professionnelle : Doit avoir un minimum de cinq ans d'expérience professionnelle, dans l'action contre les mines, dans un pays touché par la menace d'engins explosifs, dans un environnement d'enquête et/ou de renseignement et/ou d'analyse criminelle, dans l'application active de la législation nationale et dans les services actifs de la police nationale ou de la gendarmerie. Une expérience acquise dans le cadre d'opérations de maintien de la paix ou une autre expérience acquise à l'échelle internationale auprès de l'Organisation des Nations Unies ou d'autres organisations est exigée. Posséder des connaissances de base en informatique, y compris la maîtrise de Windows, Microsoft Excel, Microsoft Word et Microsoft Outlook, est un avantage.
Langues : Une bonne maîtrise du français et de l'anglais est requise pour le poste faisant l'objet du présent avis.
Évaluation pour le service en mission : Tous les candidats doivent être approuvés par le biais d'une évaluation pour le service en mission (AMS), soit par une équipe d'aide à la sélection et d'évaluation (SAAT) déployée dans un État membre, soit sur la base d'une AMS en mission à l'arrivée des candidats en provenance d'un État membre, qui subissent généralement une AMS en mission. L'échec de l'évaluation en mission entraînera le rapatriement du candidat. Dans ce cas, tous les frais liés au rapatriement sont à la charge de l'État membre.
La préférence sera accordée aux femmes ayant les mêmes qualifications.
