The below reports are prepared by the Office of the UN Special Coordinator for the Middle East Peace Process (UNSCO) and are presented to the Ad Hoc Liaison Committee (AHLC) at its bi-annual meeting.
The reports provide an assessment of the efforts of the Palestinian Government toward state-building and an update on the situation on the ground.
The Ad Hoc Liaison Committee (AHLC) serves as the principal policy-level coordination mechanism for development assistance to the occupied Palestinian territory (oPt). The AHLC is chaired by Norway and co-sponsored by the EU and the US. In addition, the United Nations participates together with the World Bank and the International Monetary Fund (IMF). The AHLC seeks to promote dialogue between donors, the Palestinian Authority and the Government of Israel. "أدين بشدة حملة الاعتقالات والعنف التي استخدمتها قوات الأمن التابعة لحماس ضد المتظاهرين، بمن فيهم النساء والأطفال، في غزة خلال الأيام الثلاثة الماضية.
إنني أشعر بالقلق بشكل خاص من الضرب الصارم للصحفيين والموظفين من الهيئة المستقلة لحقوق الإنسان ومداهمة المنازل.
لقد احتج أهالي غزة الذين طالت معاناتهم على الوضع الاقتصادي المؤلم وطالبوا بتحسين نوعية الحياة في قطاع غزة. لهم الحق في الاحتجاج دون خوف من الانتقام.
أدعو جميع الفصائل الفلسطينية إلى الانخراط بجدية مع مصر من أجل تنفيذ اتفاقية القاهرة (2017) بالكامل.
ستواصل الأمم المتحدة جهودها لتجنب التصعيد وتخفيف معاناة الناس في غزة ورفع الاغلاقات ودعم المصالحة ".

Jerusalem, 17 March 2019
“I strongly condemn the campaign of arrests and violence used by Hamas security forces against protesters, including women and children, in Gaza over the past three days.
I am particularly alarmed by the brutal beating of journalists and staff from the Independent Commission for Human Rights (ICHR) and the raiding of homes.
The long-suffering people of Gaza were protesting the dire economic situation and demanded an improvement in the quality of life in the Gaza Strip. It is their right to protest without fear of reprisal.
I call on all Palestinian factions to engage in earnest with Egypt in order to implement the Cairo Agreement (2017) in full.
The United Nations will continue its efforts to avoid escalation, relieve the suffering of people in Gaza, lift the closures, and support reconciliation.”
