AHLC & Socioeconomic reports

The below reports are prepared by the Office of the UN Special Coordinator for the Middle East Peace Process (UNSCO) and are presented to the Ad Hoc Liaison Committee (AHLC) at its bi-annual meeting.

The reports provide an assessment of the efforts of the Palestinian Government toward state-building and an update on the situation on the ground.

The Ad Hoc Liaison Committee (AHLC) serves as the principal policy-level coordination mechanism for development assistance to the occupied Palestinian territory (oPt). The AHLC is chaired by Norway and co-sponsored by the EU and the US. In addition, the United Nations participates together with the World Bank and the International Monetary Fund (IMF). The AHLC seeks to promote dialogue between donors, the Palestinian Authority and the Government of Israel. The full report to the AHLC prepared by the Office of the UN Special Coordinator for the Middle East Peace Process is attached to this release and includes an executive summary of its main conclusions.

QUALIFICATIONS:
Education: An advanced degree (Masters or equivalent) in Project Management, Change Management,
Business or Public Administration, Development Studies, Criminal Justice or a related International
Development, Social Sciences or other relevant field. A first level university degree with a combination of
relevant academic qualifications and extensive experience in International Development, including planning
and training and community policing experience may be accepted in lieu of the advanced university degree.
Graduation from a certified police academy or other law enforcemrnt training institution is also required.
Work Experience: Candidate must be in active police service possessing a minimum of 7 years (9 years in
absence of advanced degree) of relevant progressive responsible experience in law enforcement in a national
law enforcement agency at the strategic, operational, and managerial level. At least (5) years of practical
experience in such areas as project management, police administration, police policy development, police
training and capacity development, community policing are required. Experience in training management
(heading police training institution), interagency coordination, senior level advisory support is desired.
Peacekeeping or other international experience in the UN or other organizations is desired.
Rank*: Superintendent of Police, Lietenant-Colonel, other equivalent or higher rank.
Languages: For the post advertised, fluency in oral and written English is required. Knowledge of Arabic
Language is an advantage.

QUALIFICATIONS:

qualifications and extensive senior experience in law enforcement and community safety, including
training and police management, may be accepted in lieu of the advanced university degree. A degree
from a certified police academy or similar law enforcement training institution is required. Certification in
“train-the-trainers” is highly desirable.
Work Experience: A minimum of 5 years (7 years in absence of advanced degree) of relevant
progressive responsible experience in law enforcement both at the field (region/district) level and in a
national training institution, including practical experience in training curriculum development, training
delivery both academic and in-service; train-the-trainers certification is highly desirable; at least three (3)
years of senior, managerial experience in planning and administering police or law enforcement training,
experience in training strategy development – required; experience in strategic planning, project and
program development are desirable.
Rank: Rank required for a P-3 is Senior/Chief Inspector of Police, Major, other equivalent or higher rank.
Languages: English and French are the working languages of the UN. For the post advertised, fluency in

QUALIFICATIONS:
Education: Graduation from Police College or Academy or other recognized law enforcement educational
institution is required. University degree or specialized training in law, law enforcement, policing
management, public administration, community development is desired.
Work Experience: A minimum of 7 years of active policing experience in national or international law
enforcement is required including 5 years of direct experience in community policing, prevention and
investigation of sexual and gender-based violence, including but not limited to specific community policing
programs implementation and protection of civilians especially in the work of community policing
committees, planning and implementation of community safety related initiatives, coordination of community
related activities with various stakeholders, crime scene management, crime victim support, protection of
vulnerable groups, gender mainstreaming. Practical experience in crime management and crime prevention,
project and program management, policy/guidelines development, planning, gap analysis, capacity building,
training/coaching is highly desirable. Peacekeeping or other international experience in the UN or other
organizations, particularly in the area of community policing is an advantage.
Languages: For the post advertised, fluency in oral and written English is required. Knowledge of a second
official UN language (Arabic) is an advantage.
Assessment for Mission Service: All candidates should be cleared through an Assessment for Mission
Service (AMS) either by a Selection Assistance and Assessment Team (SAAT) deployed to a Member
State or on the basis of an in-mission AMS upon arrival of the candidates. Failure to pass the in-mission
assessment will result in candidate’s repatriation. All repatriation related expenses in this case are to be
borne by the Member State. Therefore, the Member States are strongly encouraged to request a SAAT to
conduct an AMS in the Member State prior to the police personnel deployment.

managerial policy making level. Extensive practical experience in crime management and crime prevention,
including community policing and investigation of sexual and gender-based violence (SGBV) is required.
Experience in one or few of the following areas is highly desirable: interagency coordination, donor
assistance, police administration, police or security sector reform, organizational and resource management,
change management (particularly in law enforcement) and training management. Previous UN or other
international experience is an advantage.
