نداء مشترك من مبعوثي الأمين العام للأمم المتحدة للشرق الأوسط

في 23 آذار، أطلق الأمين العام نداء الى وقف فوري لإطلاق النار في جميع انحاء العالم، وحث جميع الأطراف المتحاربة على ترك الأعمال العدائية، ووضع مشاعرعدم الثقة والعداوة جانباً، وإسكات بنادقهم. وقد استجاب العديد من الأطراف بإيجابية لنداء الأمين العام، ولكن ما يزال هناك المزيد لترجمة هذه الكلمات إلى أفعال.

لقد عانى الكثيرون في الشرق الأوسط من الصراعات والحرمان لفترة طويلة جدًا. وتتفاقم معاناتهم الآن بسبب أزمة فيروس كوفيد-19 وآثارها المحتملة على المدى الطويل في المجال الاجتماعي والاقتصادي والسياسي.

ندعو جميع الأطراف إلى المشاركة، بحسن نية ودون شروط مسبقة، في التفاوض على وقف فوري للأعمال العدائية المستمرة، والحفاظ على وقف إطلاق النار الحالي، ووضع وقف إطلاق نار أكثر ديمومة وشمولا، والتوصل لحلول طويلة الأمد للصراعات المستمرة في جميع أنحاء المنطقة.

كما نناشد الجميع ممارسة أقصى درجات ضبط النفس، وتخفيف حدة التوترات والعمل على حل الخلافات من خلال الحوار أو التفاوض أو الوساطة أو الوسائل السلمية الأخرى. كما ندعو الجميع إلى الامتناع عن أي أنشطة يمكن أن تؤدي إلى المزيد من التدهور في الاستقرار والأمن في أي بلد أو في المنطقة ككل.

نحث الأطراف على التواصل عبر خطوط النزاع والتعاون محليًا وإقليميًا وعالميًا لوقف الانتشار السريع للفيروس، وتقاسم الموارد، حيثما أمكن، والسماح بالوصول إلى المرافق الطبية عند الحاجة.

ندعو جميع الأطراف إلى تسهيل الوصول والمساعدات الإنسانية إلى النازحين داخلياً واللاجئين، والمجتمعات المحاصرة، وجميع الذين دمرتهم الحرب والحرمان، دون تحيز أو تمييز. ويتطلب هذا تتبعًا سريعًا لتنقل العاملين الصحيين والاغاثة على الحدود وداخل البلاد وضمان حمايتهم. كما ندعو الجميع إلى تسهيل العودة الآمنة والطوعية والكريمة للاجئين والمشردين داخلياً إلى منازلهم من خلال إجراءات وتدابير عاجلة وفعالة وذات مغزى.

نطالب بإيلاء اهتمام خاص لمحنة المعتقلين والمخطوفين والمفقودين، وللإفراج الإنساني، ولحرية وصول المنظمات الإنسانية، ولخطوات عاجلة لضمان رعاية طبية كافية وتدابير وقائية في جميع أماكن الاحتجاز.

في وقت يواجه فيه الجميع تحديات وطنية هائلة ندعو جميع الشركاء للعمل مع الأمم المتحدة على خطط الاستجابة الدولية العاجلة وإجراءات التعافي. لا يمكن لأي دولة أو منطقة أو مجتمع أن يواجه تحدي فيروس كوفيد-19 لوحده. إن التضامن مطلوب اليوم وسوف تكون هناك حاجة ماسة إليه غداً.

هذا وستواصل فرقنا التركيز على الدبلوماسية الوقائية، وعلى مساعدة جميع الجهود للاستجابة للعواقب الصحية والاجتماعية الاقتصادية للأزمة، ودعم التعاون الشامل لمصلحة السلام ورفاهية الجميع، والعمل بلا هوادة لتسهيل وصول المساعدات الإنسانية لأكثر الفئات ضعفاً، والانخراط بحزم في تحقيق هذه الأهداف.

لن تنجح أيا من هذه الجهود إذا لم يتم إسكات أسلحة الحرب والصراع. في هكذا وقت، يجب أن تتنازل الحزبية والمصالح الضيقة للقضية الأكبر ومصالح الشعب. ولهذا السبب فإننا نكرر دعوة الأمين العام لجميع الأطراف في الشرق الأوسط للعمل مع الأمم المتحدة حتى نتمكن من "التركيز معا على المعركة الحقيقية في حياتنا".

Joint Appeal by the UN Secretary-General’s Envoys to the Middle East

On 23 March, the Secretary-General launched an appeal for an immediate Global Ceasefire, urging all warring parties to pull back from hostilities, put aside mistrust and animosity, and silence their guns. Many parties have responded positively to the Secretary-General’s appeal, but more needs to be done to translate these words into actions.

Too many in the Middle East have endured conflict and deprivation for far too long. Their suffering is now compounded by the COVID19 crisis and its likely long-lasting social, economic and political impacts.

We call on all parties to engage, in good faith and without preconditions, on negotiating immediate halts to ongoing hostilities, sustaining existing ceasefires, putting in place more durable and comprehensive ceasefires, and achieving longer-term resolutions to the persistent conflicts across the region.

We also appeal to all to exercise maximum restraint, de-escalate tensions and work to resolve differences through dialogue, negotiation, mediation or other peaceful means. We further call on all to refrain from any activities that can lead to further deterioration of stability and security in any country or the region as a whole.

We urge parties to reach out across conflict lines and cooperate locally, regionally and globally to stop the rapid spread of the virus and, where possible, to share resources, and allow access to medical facilities where needed.

We call on all sides to facilitate humanitarian access and assistance to the internally displaced and refugees, communities under siege, and all who have been ravaged by war and deprivation, without prejudice or discrimination. This requires fast-tracking the passage of health and aid workers at borders and in-country and ensuring they are protected. We further call on all to facilitate safe, voluntary and dignified return of refugees and IDPs to their homes by urgent, effective and meaningful action and measures.

We call for special attention to the plight of the detained, the abducted and the missing, and for humanitarian releases, access for humanitarian organizations, and urgent steps to ensure adequate medical care and protective measures in all places of detention.

We call on all partners at a time when all are facing immense national challenges, to work with the UN on urgent international response plans and recovery measures. No country, region or community can face the challenge of COVID-19 alone. Solidarity is required today and will be very much needed tomorrow.

Our teams will continue to focus on preventive diplomacy, on assisting all efforts to respond to the health and socio-economic consequences of the crisis, support broad cooperation in the interest of peace and the well-being of all, work relentlessly to facilitate humanitarian access to the most vulnerable, and engage resolutely for these objectives.

None of these efforts will succeed if the guns of war and conflict are not silenced. At a time like this, partisanship and narrow interests must yield to the greater cause and the good of the people. That is why we echo the Secretary-General in calling on all parties in the Middle East to work with the UN so we can “focus on the true fight of our lives.”

Statement on the occasion of International Women’s Day 2020

Jerusalem, 8 March 2020

On this International Women’s Day, the United Nations acknowledges and celebrates the contributions of Palestinian women to the development of their communities. In this context, we commend and support the ongoing efforts of civil society actors and the Government of Palestine to promote gender equality and women’s empowerment.

Today is also a day to reflect and to agree on joint action. The United Nations stands ready to assist the Palestinian people in the implementation and monitoring of its State obligations and to continue to support and assist Palestinian women and girls across a broad range of areas in line with the Sustainable Development Goals, with specific focus on implementing Goal 5 on “Gender Equality”.

While we celebrate progress and achievements, we must also recognize the continued challenges that Palestinian women face, including in the context of the continued Israeli military occupation. Across the West Bank and Gaza Strip, we continue to work with all stakeholders to improve women’s safety and security, livelihoods, employment opportunities, political participation, access to education, health care and other services.

Finally, this year, the global community marks twenty-five years since the adoption of Beijing Declaration and Platform for Action and twenty years since the adoption of Security Council Resolutions 1325 (2000) on women peace and security. The year 2020 is a pivotal year for joint accelerated efforts for the promotion, protection and full realization of women and girls’ rights.

Statement by United Nations Special Coordinator for the Middle East Peace Process, Nickolay Mladenov, on Israeli settlement announcements

Jerusalem, 26 February 2020

“I am very concerned about Israel’s recent announcements regarding the advancement of settlement construction in Giv’at Hamatos and Har Homa, as well as the worrying plans for 3,500 units in the controversial E1 area of the occupied West Bank.

All settlements are illegal under international law and remain a substantial obstacle to peace. If the E1 plan were to be implemented, it would sever the connection between northern and southern West Bank, significantly undermining the chances for establishing a viable and contiguous Palestinian state as part of a negotiated two-state solution.

I urge the Israeli authorities to refrain from such unilateral actions that fuel instability and further erode the prospects for resuming Palestinian-Israeli negotiations on the basis of relevant UN resolutions, international law and bilateral agreements.”
